A memorandum of cooperation in the field of road infrastructure was signed between Armenia and Italy

RA Minister of Territorial Administration and Infrastructures Gnel Sanosyan, Deputy Minister Kristine Ghalechyan, Head of "Road Department" Foundation Gor Avetisyan met with representatives of the National Roads Union of Italy within the framework of their visit to the Republic of Italy. During the meeting, the management system of the Italian road network was presented, the issues of tunnel construction and operation, measures aimed at improving road safety, as well as the advanced digital management tools operating in Italy, the features of the Smart Roads system were discussed. On the spot, the minister familiarized himself with the works, advantages and features of the digital road management system operating in the Azienda Nazionale Autonoma delle Strade (ANAS) organization. ANAS manages 2,034 tunnels, 32,516 km of roads, and 18,602 bridges in Italy. Within the framework of the visit, a memorandum of cooperation in the field of road infrastructure was signed between Armenia and Italy. It was signed by Gor Avetisyan, Executive Director of the "Road Department" Foundation, and Aldo Isi, Executive Director of the Italian National Road Union (Anas). The memorandum defines cooperation between the parties in the direction of best practices for the development of transport infrastructure, road sector innovations, information exchange about new technologies, increasing road safety, as well as training of specialists from both countries, regular familiarization visits that will contribute to the improvement of road infrastructure.

In Armenia, a special medical facility will be created for detainees who need long-term or permanent medical assistance, which will be managed by the SNOC. Deputy Minister of Justice of the Republic Levon Balyan said about this in the National Assembly on July 10, during the discussion of the bill on amendments and additions to the Criminal Code, at the extraordinary session of the National Assembly's Standing Committee on State and Legal Affairs. In particular, an authorization norm will be introduced in the Criminal Procedure Code of Armenia, which will allow the order of the Minister of Justice to regulate in more detail the procedure for assessing the risks and needs of convicts. According to the speaker, in the field of criminal justice and penitentiary system reform, the effective assessment of the risks and needs of prisoners is key, which is the basis for the development and implementation of an individual resocialization program. "The Criminal Code stipulates that the work of resocialization and formation of positive behavior begins from the first day of the execution of the sentence. The content of these works derives from the convict's personal and behavioral changes and is based on the results of his risk and needs assessment," Balyan emphasized. According to him, it is planned to transfer the convicts who need long-term medical care, as well as service and care in hospital conditions, to the aforementioned medical institution. In the medical facility, the convict will be kept under special conditions ensuring increased supervision. The deputy minister noted that the specifics of the conditions for keeping the convict in a medical facility will be defined by the internal regulations of the penitentiary. According to the proposed changes, the convict will be kept in the isolation cell provided for him. "Convicts whose health condition cannot be maintained in medical facilities of penal institutions will be accommodated in medical facilities," Balyan explained. The penitentiary service will ensure the order and conditions of execution of sentences in the medical penitentiary, and the state non-profit organization "Criminal Medicine Center of the Ministry of Health" will provide medical assistance and service to the convicts. After a rather long discussion, the legislative initiative received a positive opinion from the permanent parliamentary committee.

Samantha Power, head of the US Agency for International Development (USAID), said this at a briefing held in Yerevan on July 10. "If in 2020 this number was 96 million dollars, then in 2023 it was 321 million dollars. These rates may accelerate. We are moving from supporting Armenia to trading with Armenia. We have helped the Armenian government to improve investment opportunities in import and export, agriculture, tourism and technology sectors. In addition, we are working to encourage local food production, including the cultivation of grain crops suited to Armenian climatic conditions," he added. He expressed the United States' commitment to helping Tavush and Lori better prepare for possible future natural disasters. Power said that 2.4 million dollars will be allocated in order to protect citizens' personal data and ensure other human rights along with the development of technologies. He expressed confidence that significant development has taken place in Armenia over the past 5 years, which has led to the liberalization of the media and citizens, as well as transparency in the field of corruption. The head of the agency believes that efforts are being made to acquire property belonging to the people of Armenia. According to him, it is a property that was stolen in the past by people who put their interests above the interests of the people.
