Exactly 30 years ago, in 1991 on December 10, in the conditions of military operations and shelling of peaceful settlements, our people organized the Independence Referendum at a high level and marked the path by which we should reach the milestone of our goals. With the Constitution of the Republic of Armenia adopted in 2006, we reaffirmed our loyalty to the values and ideas with which the foundations of our newly independent statehood were laid. And no matter how difficult and bloody this thirty-year march was, we managed to build and strengthen our statehood with nationwide efforts, continuing the values-based course of the Artsakh movement.
Despite the mediation efforts of the OSCE Minsk Group for the peaceful settlement of the Azerbaijani-Karabakh conflict, non-use of force from the three well-known principles presented to the conflicting parties, and other well-known principles of international law, Azerbaijan repeatedly carried out military aggressions against the Republic of Artsakh and its civilian population, of which the aggression of 2020 became the most severe test for our statehood and people. Regardless of the large-scale human, territorial, material and moral-psychological consequences caused by it, the Republic of Artsakh is standing, and the will and endurance of our people on the chosen path of independence is unshakable. Among its bright indicators are the presence of around 120,000 people in this short period of time, the provision of a high percentage of the security environment, the work and development efforts of state institutions, and the restoration of infrastructure and economy. It is noteworthy that the state bodies not only perform their vital powers based on the Constitution and legislation of the Republic of Armenia, but also symbolically, today in two large communities, elections of local self-governing bodies are taking place as small but important manifestations of our determination to build a state.
